01Overview
Connect with your organization and a personal access token that has the Work Items (Read) scope. Work items come across with their comments, tags, types and parent links.
02Set it up
In Azure DevOps, create a personal access token with the Work Items (Read) scope.
Open Settings → Import → Azure DevOps. Enter your organization and the token, then pick the Azure DevOps project and the target project.
Preview the work items, untick what you do not want, map the assignees, and import.

A second run brings what is new, so a large project can come across in passes while the team is still working in it.
The import lists every assignee it found and matches teammates by email, by the name before the @, or by display name. You set the rest before anything is written.
